The International Federation of Human Rights (FIDH) and its member organizations in Chile, the Corporation for the Promotion and Defense of the Rights of Pueblo (CODEPU) and the Observatorio Ciudadano, called the government and Congress to act on the demands of the Mapuche hunger strike and expressed their concern about the apparent unwillingness to Chile to meet these demands.
On 12 July a group of Mapuche began a hunger strike in the prisons of Conception and Temuco, which had joined other villagers in the prisons of Angol, Lebu and Valdivia in southern Chile. In total 32 people, including some complete 43 days of hunger strike liquid.
Among the demands made of the State found the end of the implementation of the antiterrorism law in cases involving them, in order to process some of them for military justice, a fair trial and the demilitarization of the Mapuche areas in which communities assert political and territorial rights.
Most people who are on strike today are formalized in a legal research and other prosecuted by the antiterrorism law. A group of them also had a double view, since the same actions are civil proceedings and the other in military justice.
To the President of the FIDH, Souhayr Belhassen, "The lack of response, so far, the Chilean authorities to the demands of the Mapuche hunger strike is very worrying, for the contempt which means for these people whose lives are in danger. This is in addition to the almost exclusive to the Mapuche in the antiterrorism law in the last decade, political crimes, is a measure of disproportion and discriminatory. And while there are facts that could crimes, the government's choice to endorse and even take part in proceedings under this law expresses a clear political will to repress social protest of the Mapuche population by means of the case, and have serious legal and social implications. "
FIDH For anti-terrorism law does not adequately ensure due process to allow the maintenance of secrecy of the investigation for long periods, to allow protection of witnesses that the defense does not know, giving rise to the existence of witnesses without face processes are still based on this law, to enable interception of communications of the accused that has included his lawyers; and preventing the implementation of precautionary measures other than detention. It has also been questioned by setting a high penalty, which doubled in several cases that established by ordinary legislation.
The application of this law also has social implications as it stigmatizes an already vulnerable population and their living conditions, and is subjected to a constant presence and vigilance of police in communities, which often has resulted in the disproportionate use of force against its members. This has caused serious psychological impact on them, which have been recognized by institutions of the state and agencies UNICEF as the situation of children.
The FIDH has said on other occasions to the authorities of Chile for his concern for the rights violations suffered by indigenous communities, particularly members of the Mapuche in the south of the country, which have led to arbitrary arrests, ill treatment, torture and death. The State has received repeated recommendations of treaty bodies, binding on Chile and the United Nations Special Rapporteur on indigenous peoples that demonstrate this critical human rights situation of the Mapuche people. Is the case with the recommendation of the Committee against Torture, which the state of Chile had meet last May, one of which insists on limiting the material and personal jurisdiction of the Code of Military Justice, to investigate and prosecute civil actions involving that has not been answered.
The State of Chile has expressed willingness to intervene in these matters and thus can be interpreted in the passage through parliament, where anti-terrorism law as the Military Justice Code have not been discussed. Also troubling is the government's insistence on implementing anti-terrorism legislation for various common subjects or social protests, increasing disproportionately their concept which leads to abuses and violations of human rights.
The FIDH and its member organizations in Chile, CODEPU and the Observatory, call the government to:
1 / Immediately,
-seriously address the demands raised by the Mapuche prisoners to facilitate lay down their strike hunger:
-put an end to the terrorism law enforcement in cases involving them
-end processing of some of them by the military courts
-assure a fair trial
2 / In general:
-terrorism law reform, for violating the due process and ensure it is not applied for common crimes
-restrict the jurisdiction of military courts, so that they can not hear cases against civilians, and to ensure that all violations of human rights vested in the civil forum "demilitarize
N ILO 169 ratified by Chile in September 2008
-in general, correspond with its international commitments, in particular comply with the recommendations of the Committee against Torture and the Special Rapporteur on indigenous peoples of the UN.

After this Tuesday morning was passed by 15 votes in favor and only 4 against, the first instance to give way to project power plant in Punta de Choros, which includes the construction of power stations, which use sub-bituminous coal and bitumen as primary fuel, generated a total rejection not only of the inhabitants of the area to be affected in their environment, but nationally.
The first demonstration was in the quartermaster of the Region Coquimbo, which eventually brought about a thousand people.
But the important fact is that the information ran quickly through social networks, where "thermal" appeared among the topics in Twitter world, the platform advocates Punta de Choros grouped chaopescao.cl, environmentalists, journalists, and actors twiteros Leonor Varela and actresses, among others, began to organize in an almost improvised, calling for demonstrations across the country, calling the community to show their rejection of what they consider an ecological attack.
was so they held demonstrations in various cities such as Antofagasta, Valparaiso, Melipilla, La Serena, Talca, Concepción, Temuco, Puerto Montt, Coyhaique and Santiago, the city where the call exceeded 4 thousand people.
The power of social networks
As its name suggests, social networking sites are virtual communities structure aimed to interconnect and communicate virtually the subject in question with thousands of users.
This is possible thanks to the Internet, the new social component that brings together a number of elements that allow free expression, including political demonstration. As the virtual world appropriated new forms of disseminating ideas and thoughts in a quick and easy, even more effective political discourse, is thought to establish cyberspace as the best means he could bring together all the convictions in a single channel of information.
As it could be otherwise, the idea grew, it became known, received more public support and therefore it was established that, from now on, citizens could not overcome the normal resistance expression, and was aware of the power he had with the acquisition and virtual world skills at hand. Systems forums, chats, organizations of all types that had Web sites, all of which resulted in a convergence of points of view that gradually became what is known as "constituency-mail."
In this way, and the emergence of new forms of expression online, like Twitter, social networks icieron possible full building power centers of the opinion that from a screen and an Internet connection. Call

The worldwide demonstrations against the invasion of Iraq in 2003 were called for a platform that ran simultaneously throughout the world, being the first truly global nature of the story. His stated motivation was to prevent the invasion of Iraq.
Local circumstances allowed its persistence over time, especially in the United Kingdom, United States, Spain and Italy, where they serve as attachment flag against the governments in power. In the latter two countries may have contributed to the electoral roll that broke all predictions of the polls.
In April this year, the call to support the English judge Baltasar Garzon was through Facebook, joining thousands of world citizens who supported him.
One of the most recent of these large political demonstrations by the Iran took place in cyberspace where people expressed dissatisfaction with the reelection of President abuses and hundreds of blows to human rights.
In Chile, meanwhile, the issue of thermoelectric just begun. Social networks are organizing through Twitter with a call for 28 in Santiago on Saturday to demonstrate against.
also other groups on Wednesday called to turn off the lights for five minutes, from 8:00 in the afternoon.
With these events, many analysts believe that cyberspace is a new positioning in culture, with leads that at the moment is impossible to predict. In Chile, perhaps what happened with the protest at the headquarters of Punta de Choros is the beginning of a new way to call the citizens. Let's wait.

How To Work A Canon Sd780 Time Lapse
FARC-EP to UNASUR
August 23, 2010 .-
The FARC diplomatic offensive on all cylinders. While on one hand the Colombian government closes the door for talks on the social and armed conflict, the FARC play another door.
Desfortunadamente the OAS and the UN ... the guidelines are folded savage capitalism. Little or nothing to do in those areas supposedly 'democratic'. Prior to the FARC extended letters to the UN without answers so far.
Read:
Open letter from the FARC-EP to UNASUR
Although the government of Colombia has closed the door to dialogue with the insurgency spurred on by the mirage of military victory and interference Washington, we want to convey to the Union of South American Nations, UNASUR, our unyielding determination to seek a political solution to conflict.
is a fact that it overflowed, for years, within the borders homelands as a result of strategies "preventive" Bogotá imposed by the United States government. If Colombia is now under military occupation by a foreign power, which is developing a geo-strategic interest, predominantly continental and not because of a local war against the insurgents. No one disputes that the White House assumed to concern the political presence growing in this hemisphere, governments that opt \u200b\u200bfor decorum homeland and sovereignty.
In our country, the Plan Colombia, the neoliberal strategy, institutional violence and institutional, have aggravated the conflict to new levels, making it very difficult to overcome this stage of fratricidal confrontation without the help of countries brothers.
The humanitarian crisis in Colombia claims mobilization and continental solidarity. Oligarchic obsession for filing the guerrillas militarily for 46 years, and implementation of plans and enforcement of Washington warmongers have cost countless massacres, mass graves like the Macarena that hides more than 2000 corpses, the largest in Latin America , crimes against humanity, euphemistically called "false positives " forced displacement of five million farmers, disappearances of citizens for political reasons, arbitrary arrests, 30 million poor in a country of 44 million people ...
Some refer frequently to the obsolescence of the revolutionary armed struggle, but say nothing of the conditions and guarantees for the political struggle in Colombia. Others place the threat of the insurgency, not the government's neo-colonial strategy of the United States, seemingly unaware that with guerrilla or without the rule will act on their agenda of dominance. And there are also likely to press one of the disputing parties, often to the insurgency.
peace with social justice, not war by war, has been the strategic goal of the FARC since its inception in 1964 in Marquetalia. If the peace talks in Casa Verde, Caracas, Tlaxcala and Caguan not come to fruition, it was because the oligarchs would not consider any change in the unjust political, economic and social motivate the uprising. Today we face, waving flags unquestionable policies, the largest war machine that has faced a guerrilla, but always fighting the possibility of a political solution.
Mr. President, when appropriate we are ready to present at a meeting of UNASUR our vision of the Colombian conflict.
Colombia's peace is peace on the continent.
Receive our greetings
Yours sincerely,
Fellow of the Central Secretariat of the FARC-EP
Mountains of Colombia, August 2010,

Open Letter Mapuche Political Prisoners on hunger strike
We
According
We
Brothers winka
LETTER TO ALL
We
prisoners because we are right, we have always had and the same So we have the right to life, we also have right to die. The supreme right to decide consciously what to do with our bodies in this endless conflict.
Our proposal for you Peru, Lamguien, Friends, Friends, truly progressive social sectors, Brothers libertarian, workers and students; Village antisystemic and rebellious, sincere men and beautiful women aware: join our fight in a larger block participation, search the very struggle to strengthen their own proposals which identify them, use this time to protest to find friends that deprives us consumerism and selfish individualism; invite social commitment to expose these tyrants that masquerade of humility and by all means try to convince us of the need for his tyranny, undermine the bowels of this system to build with our own hands the future we deserve. Do not be discouraged, because every time it starts, the only thing that changes is the enemy.
Our life is worth less than a house, all of our lives together are less important than a truck that made smoke, the future of poor people is priced at the World Bank and IMF. They have said they are still making fun of us by raising the penalty for Walter Ramirez "Three Years" of referred pain. We still screaming Otherwise, quite the opposite.
The prison is now our learning space, so we urge them to improve their methods of struggle, to not underestimate the enemy, to study to fight, conquer fear and passivity.
The sponsorship by a "senior executive" CORPARAUCANIA, Diego Benavente have confessed that "Capital is a coward" for not stay where there is social conflict. Nothing more successful because in addition to capital is cowardly criminal as their own spokespersons.
See what scoundrel who can become the friends of Infamy and at the same time strive to say we are "eating" in this hunger strike bring an action to force protection to hang intravenous feeding. Exposed the immorality of the government and the complicity of many people related to the dehumanizing power.
Moreover the right agents never tire of repeating that "we are all equal before the law" that "nobody is above the rule of law", that "institutions work" and any number of other fascist speeches made to justify injustice on our people. Well, the fact is Mapuche whereof we have 33 prisoners tried before any investigation and locked with no right to presume that even our innocence, but there you have the murderers of Lemún and Katrileo prison never knew and never will, instead go with the same weapons that continue to kill poor people.
No government has wanted to seriously address our demands historical and diplomatic solution has always been the technique of "patch" and the militarization of our country. The evasive maneuvers to keep postponing political dialogue with the government all they do is compress a situation that needs more relief and if it did not mean the existence of costs that both sides have to face. With this act of dignity we are calling on the government to make use of reasoning with this hunger strike is another component in this "peace" never finished (as they were until not long ago the "parliament" in Mapuche territory) try tinted with a little humanity to a government and system that do not.
antiterrorism law, one of the purposes of terrorism "to impose resolutions and start authority", well, this is the case. Apply the rigor of the law and then say this is a "terrorist strike" but how do you call the protected witness confessed to two terrorist attacks that keeps a lot of innocent Mapuche prisoners while he is free?
trying to hide the political nature of our struggle and our status as prisoners, which is quite the opposite, ie to reveal the political issue of our claims because the law against terrorism is a political act , inspiration and motivation overtly political. On the other hand, what a mockery of the government and that leaves him at the mercy of events is that we who have always taken the initiative, the lesson is that contrary to government that contempt for life and their own history, we take care of her and love her so much life and their own history, we take care of her and love life so that we expose in this voluntary food deprivation.
Finally we feel in a lot of anger and helplessness about the injustices of this system stale, but as a prisoner is not only a factory number or hate also feel much love and affection for our people and our brothers who have decided not to be afraid to wink. And effect and tender love for our children who missed also by all Mapuche children because our pain and sacrifice to proclaim the hope of his future.
As already mentioned the intention to fund our prison movement is to contribute to the achievement of minimum unit within the Mapuche people and their movement, but we want to indirectly encourage the unity of the Chilean poor and displaced in their fight against economic system and the State guarantees the rich, our common enemy. For the Mapuche people and needed a permanent unit in the long term, we ensure the rights recovered in this process. Take care to prevent sectarian pride we realize strategic alliances and contribute to authoritarian logic of divide is to govern. "
We
staring too long a distance as if we were strangers or enemies while strengthening the power of domination. Unit to fight. Drive to win. Unit to rediscover our strength.
The moral duty of the powerful, that through the generations we have been imposing these problems, take responsibility and resolve this. We'll see how effective and consistent speech is spent or how love of neighbor said a senior spokesperson for the rich: "August is the month of solidarity" that no one makes the lese, here are all responsible, the State, church (which have their chapel on Mapuche blood) and humanitarians to reinvent prisons and police strategies.
The Mapuche political prisoners from the jail in Temuco, we call from the hunger strike to join the social struggle from their sectors, to support our movement is the expression of the cruelty of capitalism and its representatives from the disaffection of many that for 2014 will be on the doors of our houses asking for the vote. We invite a broad call to unite with their brothers in the struggle. The time is now.
Mapuche brothers, love, reprodúzcanse, Mapuche have many children, recover, struggle and continue loving.
Brothers
poor and solidarity, unite, strengthen their struggles, hit from all sides to the power that oppresses them, claiming what is rightfully theirs and of course love each other very much and are germ generations of solidarity.

The police operation lasted 7 hours. At home were at that moment his daughter, Barbara Vergara Uribe, the daughter of a political, with a pregnancy of 8 months, and the institution working with partner Manuel Correa P.
income of police officers was violent, came knocking with a battering ram the front door of the house, capturing the bedroom and held at gunpoint with submachine guns and intimidate the occupants.
particularly serious is the fact that the raid also seized countless personal belongings, clothes, computers, phones, bikes, photographs and clothes of the granddaughter of 11 years of the President, and documentation of the Corporation CODEPU, relating to the Project Oral Report of the Mapuche people, accounting for our institution, records and accounts of victims of serious violations of Human Rights.
CODEPU Corporation expresses its solidarity with Viviana Uribe and his family and strongly expressed their protest against the disproportionate operational deployment, which is more functional to the media interests of the Ministry of Interior and the Prosecutor in charge, that an inquest proceed under the rules of due process.
Surprisingly the use of a methodology reminiscent of state terror during the dictatorship, the absolute disregard for basic principles and guarantees and the dignity of the human person.
regrets, particularly for this reason that the Attorney Alejandro Peña Codepu attorney has been in the early 90's, and unconditional defense of human rights, ordered raids and brutal intimidation knowing the serious consequences that such actions leave on people and families affected, recalling the bitter moments of repression pursued by the military dictatorship.
requires the immediate return of the seized material and report and denounce to the international human rights repressive situation displayed by the police and prosecutors.
Notes, which strongly oppose the stigmatization and persecution of human rights defenders and defend the rights of everyone Arriagada by the reappearance of unacceptable practices in a state of law.

DISCLAIMS POLICE REPRESSION OF THE PRESIDENTIAL TOUR ENTOURAGE BICENTENNIAL LEADERS AYSEN A
A Public Opinion
The President called Bicentennial Tour Piñera, leaving trails will be erased. His "big" national march is being met with strong opposition by students, workers and community organizations and regions visited, Magallanes and Aysen.
regional community already knew of the actions that took place in our city and forcing it on your first visit, Mr. Piñera is expected to start overprotected and hidden from the Regional Municipality of your backyard and not by the door wide to the front of the building. Obvious point that the front and the police were after us, the people, asking to speak with the president and demand that he meet with his words and leave the business practice of using "the fine print in his" new way of governing. "
In the days before the presidential visit, there was a clear harassment by plainclothes police and presidential advanced toward union and social leaders, particularly by Lt. Jose Lopez of the presidential guard, who said telephone and in person that "I am the regular channels between the president and employees of Magellan."
In this context, uniformed personnel, union officials serving on public roads, preventing delivery is made formal in a document that encapsulates the demands and aspirations of public and private sector.
Today we learned with amazement that Aysén public officials, students, workers and their neighbors, were repressed by the forces cowardly president's security police, who again refused to talk to the people. 8 leadership, including Julio Lopez, Regional President ANEF were arrested and remain in cells until the president of all Chileans to withdraw from the region. It suspended work in the public and the staff are alert to any action of the people and hardworking student.
The new form of government recalls old and unworthy form of government. With these actions, no one will forget the president's bicentennial tour Piñera.
