Yamaha Outboards Decals

release from Chief Juana Calfunao on next steps with regard to the Mapuche political prisoners on hunger strike. Capitalism against

qualities my mother in a Mapuche hunger strike and lonko, invite all mothers of the strikers, Mapuche sisters, all Mapuche mothers and mothers of Chile in general, a walk to the city of Santiago, which starts on Wednesday September 29 at 10:00 am from the front of the men's prison in Temuco.

From the point indicated, we will leave the outskirts of the city, where we board a bus travel to Concepción, in this city will leave to us in the metropolitan area, where we walk to the Palace of La Moneda. Already call on all social organizations that want to join us and support us in this walk.

The reason for this mobilization is to provide unconditional support to the demands of those thirty-four children of the Mapuche people in an act of utmost consequence, they are risking their lives in pursuit of their freedom and heartfelt claims of our people.

The Mapuche are not terrorists, therefore the Chilean State can not judge and jailed under the criminal type. We are an ancient people related to land and the past five hundred years, we have to confront those who have sought and intend to invade to take over our resources and our dignity.

Simultaneously the walk and also to support the demands of our fellow prisoners on hunger strike, the Mapuche VIII, IX and X Regions, march to Temuco, in order to block access to this city, where they will remain firm as long as necessary, until the government sits down to chat with representatives of the people and the families strikers.

From those conversations, we expect a commitment seriously that translates into real solutions with respect to the legal situation of prisoners and the main demands of our people.

Through this statement also reiterated the call for our traditional authorities and the Mapuche people in general, to attend a trawün, to be held on September 26 in the town of Quepos, in the community where you want to install the airport, for the purposes of parley, make agreements together and devise a strategy as a people to confront, once and for all the major challenges that this fight us.

We are constantly bombarded with the myth that capitalism drives innovation, technology and scientific advancement. We are told that competition, combined the motivation for profit, pushing science to new frontiers and gives large corporations the incentive to develop new medicines, drugs and treatments. We are told that the free market is the greatest motivator for human advancement. But in reality, the truth is exactly the opposite. Patents, profits and private ownership of the means of production are actually the biggest obstacles that science has known in recent history. Capitalism is slowing down every aspect of human development, and science and technology are no exception.

The most recent and representative of private property serving as a barrier to development can be found in what happened with the fossil Ida. The Darwinius masillae is a lemur from 47 million years that was recently "discovered." Anyone interested in evolution, hailed the unveiling of a transitional species linking the primates than lower mammals. Ida has eyes front (instead of side), short limbs and even opposable thumbs. What is even more interesting is the stunning condition which has been preserved. This fossil is 95% complete. The profile of your hair is clearly visible and even scientists have been able to examine the contents of your stomach, determining that his last meal consisted of fruits, seeds and leaves. Mass enthusiasts are queuing up to go to the Museum of Natural History in New York City to take a look at this important fossil.

But what Ida has to do with capitalism? Well, in fact, Ida was unearthed in 1983 and has been in the hands of a wealthy private collector since. This did not realize the importance of the discovery of this fossil (which is not surprising since it is not a paleontologist) as has just been collecting dust for 25 years.
There is a large international market for fossils. The Capitalism has reduced these treasures, which rightfully belong to all humanity, into mere commodities. Fossils in private hands are usually provided or leased to museums so they can study or display. There are collections of fossils that travel the world to make money for their owners, rather than be available for serious study, scientists. And countless alien species expected in stores or investment companies in the salons of collectors, serving as nothing more than pieces on which to talk over a glass of cognac. It is impossible to know how important fossils are just stored, waiting to be discovered in the office of a billionaire.

Medical Research

The pharmaceutical industry is well known for its exorbitant prices and refusing to distribute drugs to those who can not afford. The lack of drugs to combat the AIDS pandemic, particularly in Africa, is sufficient to prove the inability of capitalism to distribute medicine to those in need. But what role does the pursuit of profit in the development of new drugs? Big Pharma have an equally sad story in regard to research and development in their industry.

AIDS patients can pay tens of thousands of dollars a year for drugs they need to stay alive. In 2003, when it introduced a new drug called Fuzeon, was a scandal for the same price, which would cost over $ 20,000 annually per patient. The Roche Laboratories CEO, Franz Humor, attempted to justify the selling price: "We need a decent rate of return on our innovations. This is an egregious advancement in therapy ... I can not imagine a society that does not wish to continue innovation. "

But innovation spoken of Mr. Humor is just average. Drug companies are not motivated by compassion, but for the money. For one of these big companies, an AIDS patient is a patient but a client. The pharmaceutical industry has a financial incentive to ensure that these people are repeat customers, so there is very little research being carried out to find a cure. Most private research focuses on new drugs get anti-retroviral drugs that these patients should continue to take for life.

has been some pressure to fund research to find an AIDS vaccine and, more recently, an effective microbicide. However, the vast majority of these resources come from government and nonprofit groups. The pharmaceutical industry is simply not funding research to end this pandemic. And why should they? No company on earth is going to fund research specifically designed to remove them from the market.

Similar problems arise in other areas of medical research. In the field of cancer, in early 2007 discovered a drug is extremely promising. Researchers at the University of Alberta (Canada) found that a single molecule of dichloroacetate (DCA) can reactivate the mitochondria [1] in cancer cells, causing them to die like normal cells. Investigations revealed that DCA appears to be extremely effective against various forms of cancer in the laboratory and made promises to be a cure for cancer [2] . The DCA has been used for decades to treat people with mitochondrial disorders. Its effects on the human body are so well known, thus making the development process much simpler.

The problem is that clinical trials of DCA have been delayed by lack of funding. The DCA is not patented or patentable. Pharmaceutical companies are not be able to get substantial benefits to the production of this medication, so they are not interested. Researchers have been forced to raise money themselves to fund important work. Initial tests on a small scale, have begun and preliminary results are very encouraging. But two years ago since he took this important discovery and is only now that the studies are starting. The medical school at the University of Alberta has been forced to beg for funding from government and nonprofit organizations. Until this day have not received a penny from any medical organization for profit.

The lack of research into potential cures that can not be patented is not limited to DCA. There is a whole industry of so-called mounted around alternative natural remedies. Many people, including this author, we are skeptical about the claims made by those who support alternative medicine. Richard Dawkins [3] states that "If a healing technique is shown to have healing properties in experiments properly controlled double-blind, ceases to be alternative. ... Simply becomes medicine. " But this black and white vision does not take into account the constraints imposed by capitalism on science. The refusal to fund alternative medicine tests to verify unpatentable has two harmful effects. First, we were in the dark regarding potentially effective drugs. And second, the modern quack quack cures offered false credibility given the few alternative treatments that work.

Technology and Industry

is supposed to be in manufacturing innovation, particularly where capitalism is in its element. We are told that competition between companies will lead to better products, lower prices, new technology and new innovation. But again when inspected more closely we see that serve private interests more barrier that drive. Patents and trade secrets prevent the development of new technologies. The oil industry in particular has a long history of purchasing patents simply to prevent even products on the market.

Competition can serve as a motivator for the development of new products. But as we have seen before, can also serve as a motivator to prevent new products never see the light of day. Firms not only refuse to fund research to develop a product that could hurt their industry, but in some cases will be extremely far away to prevent anyone else can do the same type of research.

The documentary "Who Killed electric car?" Filmed in 2006, goes deep into detail about the role played by the big oil companies, auto companies and the U.S. federal government itself to prevent out to Street an alternative vehicle. The filmmaker says that the automotive companies would lose if they were to produce electric vehicles because of the greater simplicity for maintenance. The auto parts and spare parts sector could be decimated. Oil companies would see a dramatic reduction in demand for its products if the world changed electrical vehicles. It is said that hydrogen fuel cells, which have little chance to become a useful technology, are used in reality as a distraction from the real alternatives. The filmmaker accused the U.S. government to lead the investigation away from electric cars and toward hydrogen fuel cells.

But the greatest accusation is made against big oil and auto manufacturing. The film suggests that the auto companies have sabotaged their own research on electric cars. Worse, oil companies have acquired patents for NiMH batteries [4] to prevent them being used in electric vehicles. These are the same batteries used in laptops and large batteries of this type could realize the idea of \u200b\u200ban electric vehicle. But Chevron maintains its power of veto over any license or use of NiMH battery technology. They refuse to sell these batteries for research purposes. Some hybrid vehicles now use NiMH batteries, but these, although they increase performance, they still require fossil fuels.

While buying patents is an effective way to shelve new innovations, the capitalist system certainly has other ways to stop research and development. The very nature of a competency-based collaborative research makes it impossible. Whether the pharmaceutical industry, automotive or otherwise, capitalism divides the best scientists and engineers from corporations in competition. Anyone involved in research or product development is forced to sign confidentiality agreements as conditions of work. Not only prevents them from working together but are forbidden to even compare notes!

Peer review [5] , or arbitration, is supposed to be a fundamental the scientific method. Many times, great advances are made by individual research groups not only many research groups. One group carried a piece of the puzzle, someone else discovers another and yet another scientific team achieved more than putting all the pieces. How can a system based on collaborative efforts to promote such competition? Put simply, simply can not.

world governments clearly recognize that this is a problem. Every time you face a serious crisis cast their free market ideals out the window and tip the public sector. It has often been argued that World War II was won by the nationalization and planning. Capitalism in Britain basically stopped, so that the war effort could be organized effectively. In the U.S., a nationalization of this scale was not carried out but when it came to research and development, the task was entrusted to the private sector.

Under the fear that the Nazis were developing the atomic bomb, the U.S. government launched a massive public program to ensure that they were the first to get a weapon of mass destruction. The Manhattan Project succeeded where the private sector. At one point, about 130 thousand people worked on this project. Top and brightest scientists and engineers were brought together for this gigantic collaboration. To uncover more about nuclear fission [6] in the space of a few years than had been achieved in decades since the first atom was split in 1919. Whatever one thinks of the atomic bomb was certainly one of the greatest scientific advances of the twentieth century.

Science, Technology and Economic Planning

The strongest proof of the cause of capitalism on science and technology is not capitalism but the alternative. Although the Soviet Union under Stalin was far from ideal socialist society (an idea we've explained time and again in many documents), their history presents an excellent overview of the potential of a nationalized planned economy. In 1917, the Bolsheviks took control of a backward, semi-feudal had been ruined by the First World War. Within a few decades was transformed into a great superpower. The USSR would become the first country to put a satellite into orbit, the first in putting a man in space and the first to build a permanent space station inhabited by man. Soviet scientists carried beyond the frontiers of knowledge, especially in Mathematics, Astronomy, Nuclear Physics, Space Exploration, and Chemistry. Many Soviet scientists were Nobel Prize winners in various fields [7] . These successes are particularly impressive when considering the state it was in the country when he was overthrown capitalism.

possible
How were these achievements? How could the USSR go from having a 90% population illiterate to have more scientists, doctors and engineers per capita than any other country in the world in just a few decades? The superiority of the economy nationalized and planned the break with the madness of capitalism is the only explanation.

The first step in this process was simply to acknowledge that science is a priority. Under capitalism, the ability of private companies to develop science and technology is limited by the narrow vision of what is profitable. The companies do not plan to advance technology, but build marketable products and only make the minimum necessary to bring products to market. The Soviets immediately recognized the importance of the global development of science and technology and linking him to develop the country as a whole. This broad view is allowed to place great resources in all areas of study.

Another vital component of their success was the massive expansion of education. By abolishing private education and providing free education at all levels, individuals in the population was able to realize their potential. Any citizen could continue studying as long as they were able to. On the contrary, even in many capitalist countries have been unable to eradicate illiteracy, not to mention college education open to all who want. Under capitalism, huge financial barriers are erected in front of students, which prevent large segments of the population to reach their potential. When half of humanity is forced to live on less than $ 2.00 per day (BSF 4.30), we can only conclude that large reserves of human talent are wasted.

The Soviet government immediately pulled down all the barriers of science to stifle innovation in the capitalist system. Patents, trade secrets and private industry were eliminated. This allowed a more collaborative research between different fields and a free flow of information between the institutes. Religious prejudice that delay and contain the rational study was cast aside. Just think of the ban research on stem cells under the regime of GW Bush to see the negative effects that may have religious mysticism over science.

Of course not everything was good under Stalinism. Just as the bureaucracy prevented the development of the economy, also delayed the development of certain areas of study. While most of the barriers of capitalism were destroyed, in some cases, new walls were erected as the direction of scientific research was subjugated to the needs and wishes of the bureaucracy. In some extreme cases, certain fields of study were banned altogether and leading scientists sent to labor camps in Siberia. One of the most outrageous was Stalin's contempt for the genetics of chromosomes. The study of genetics was banned and many important geneticists, including Agol, Levit and Nadson, were executed. Nikolai Vavilov, one of the most prominent geneticists were sent to Soviet labor camps, where he died in 1943. This ban was not reversed until mid-1960. These crimes were not crimes of socialism, but of Stalinism. Under a democratically planned economy would be no need for such atrocities.

Today is the task of those interested in science and socialism, to learn the lessons of history. Science is being held by private interests and capitalist industry. The lack of resources for education and research keeps the doors closed to many young people interested. Holds religious interference in science in a cage and declared major area of \u200b\u200bstudy as prohibited. Free-market chains prevent important research can be performed. Private companies are refusing to let out new technologies of their hindquarters. Private collectors hold unique and important specimens for your personal entertainment. Potential cures for deadly diseases are left aside to clear the way for research on drugs to cure erectile dysfunction. This is insane. Capitalism does not motorized innovation but prevents it at all times.

Humanity today is being held by an economic system designed to enslave the majority for the benefit of a minority. Every aspect of human development is being delayed by the so-called free market. With the development of computers, Internet and new technology, humanity is on the brink of a bright future of scientific progress and prosperity. We are learning more and more about every aspect of our existence. What once was impossible is now a tangible reality. What once was a mystery, today is understood. What once was hidden is now in plain sight. The advancement of scientific knowledge will someday the farthest reaches of our universe at our fingertips. The only thing stopping us is capitalism.

Best move that stuttering: Michelle Bachelet and Mapuche political prisoners

written by Peter Cayuqueo

The Mapuche strike in prison just turned 65 days. And finally seems to be breaking down the information blockade, the apathy of the authorities and the chronic lack of the political class for the Mapuche in Chile, Alonso de Ercilla y Zúñiga. And what makes Neruda Añaza warned: "La Araucana is good, smells good. The Araucanian are bad, smell bad. "

is this racism that surfaces from time to time in the country and without much distinction of class or social position. Say crosses transversely from an elevation 1,000 to 0.0. From La Dehesa Cerro Navia. From English district to the Population Lanin. And of course, is that one thing to be poor and quite another to be Indian, no, that if not more respect! Is the complex reality of a society like Chile, lost in their identity and in every opinion poll ends yet again contradicting itself. Do you think Mapuche legitimate claim? "Yes" The State must return their land? "No". Blessed settlers who were to play us!

If Chile is bipolar, its political class could not be less. Here we have the Coalition, tearing clothes for 20 years on the town without addressing "properly" claim Mapuche. Tohá Carolina girl generational change command in the conglomerates, made last week a well-publicized mea culpa. "It was wrong to have applied the Patriot Act," he said ruefully on the outskirts of Temuco prison the former Palace spokeswoman. Soledad Alvear, a former minister of justice, would do the same interviewed on the news channel TVN. The car list goes on and on ethnic flagellants from the kick-off given by the daughter of former minister of Salvador Allende, Jorge Pizarro, Osvaldo Andrade, José Antonio Viera-Gallo, Patrick Walker, Andres Zaldivar, Eduardo Frei and a long list of former authorities and individuals from the coalition, all converted now staunch defenders of the indigenous cause and interethnic relations friendly. "Enough to run over our Mapuche brothers," he hears them every day and almost in unison in radio, print and television. "I do not understand", as she said Tarzan.

But there is someone who has saved sacramental silence in these 65 days of forced fasting. It is the former President Michelle Bachelet, head of the criminal complaints for violation of the Patriot Act that triggered ultimately this hunger strike. During his tenure, Bachelet made evident and better than anyone the Chilean double standard in the art. Victim of the dictatorship, hesitated to criminalize the social demands of the communities in the south. And all this by using the same law that Pinochet was merciless in the 80's against his family. A first and Patricio Felipe Harboe Rosende later, both despicable and unscrupulous characters, accounted to be the visible face of a repressive strategy unleashed. And while both seemed to enjoy it, actually responsible was none other than Bachelet. This reminded the writer José Saramago, within the framework of his first presidential trip to Europe in early 2006. "Do me the favor of looking to the Mapuche Chileans older," and shot him without anesthesia Saramago part of a gala in his honor in Madrid.

Portuguese Nobel's request was not accidental. Across the Atlantic, thousands of miles away, dozens of dungeons populated rural Mapuche Chileans accused of "terrorist offenses" that rip off more of a laugh at the hairy ranks of Al Qaeda. It was in May 2006, Bachelet announced that his government will "not re-apply the Terrorism Act in the context of the Mapuche social protest, thus demarcate his predecessor, former President Ricardo Lagos. It happened after that controversial tour, marked by demonstrations against him in various capitals of the Old Continent. And only after 54 days of fasting of four political prisoners held at that time in jail of Angol. Needless to say little or nothing that would last veranito of San Juan. Well know the 34 Mapuche on strike today, all jailed for "terrorism" in the second half of his mandate applauded. The club would soon take the place of the carrots. And the rest, as always in these cases, we know is history.

"I take criticism. Those who had a conviction about the Mapuche cause and defense of indigenous rights, we lost the fight within the government, "said Paula Quintana Monday, former Minister of Mideplan. "I know personally President Michelle Bachelet was never party to implement the Patriot Act, "said Carolina Tohá meanwhile in the second. "Here they make bad decisions. Not weighed the complex, delicate and the effect was to occupy this tool. And these errors are due largely to the decisions that were taken from a public security policy only, with a view from the Ministry of Interior and not comprehensive, "topped the helm of PPD. "Bachelet victim of repressive starts Pérez Yoma, Harboe and Roseberry? No mistake. The agenda is clear in the Coalition, shielding the former president for the duration of the storm Mapuche. No expose. Do not remove the ring. Do not answer uncomfortable questions. No explanations to the public. Best moves to stuttering.

4 Mapuche wounded by Chilean police in Temucuicui Lof MEPs

develop intense mobilization for the release of Mapuche political prisoners and the return of ancestral Mapuche territory in various parts of the Araucanía, as communities prepare to march tomorrow Wednesday the streets of Temuco

As announced
leaders Mapuche Territorial Alliance a few days ago, have been intense mobilization of Mapuche communities in all the Mapuche region of Araucanía, throughout the weekend, as higher expression occurred in the Fundo La Romana the landowner Urban guarded by military police in Chile.

sources said Temucuicui traditional community, on the day of Sunday police entered the community firing people, which injured four Mapuche, two burn after being hit in their bodies by tear gas and two metal pellets product launched at close range at the height of the back. For the Mapuche leaders, "this criminal act of the police is not new, as to remember what happened to our brother Mendoza Collio, where police shot one, and now it seems so did one's own row, because here we are attacked with bullets and we defend ourselves with stones, "said a spokesman, referring to the alleged injury to pellet which would have been a soldier in the confrontation yesterday. The Mapuche wounded care centers will not resort to reprisals by this mean

Meanwhile, on the day of Tuesday 13, the town of Trapilwe and commune Mawezache Freire, police entered the communities, felling fencing and shooting at the houses of the villagers, after they enter peacefully to the farm that they claim as ancestral property.

All this, as has been indicated the Mapuche, respond to general calls for mobilization for the cause of the brothers kidnapped in Chilean prisons, installing a bilateral table from nation to nation, by fraud and called bicentenary the return of the "occupied territories." Which announced that it will continue on Wednesday September 13th through the streets of Temuco, through a peaceful march of thousands of people from communities, called from the front of the jail after 11 am

Shampoos That Make You Lose Hair

Letter to the State of Chile at the situation of the Mapuche political prisoners on hunger strike

Brussels, September 2010

OPEN LETTER TO THE GOVERNMENT OF CHILE

ON THE STATUS OF 34 JAILED ACTIVISTS AND STRIKE MAPUCHES
HUNGER

We, the undersigned deputies of the European Parliament, are deeply concerned about the health and lives of the 32 activists imprisoned Mapuche found on hunger strike since last July 12, 2010.

The territory of the Mapuche people, which more than 600,000 people is the largest indigenous group in Chile, is located in regions VIII, IX and X of southern Chile. As a result of a long history of marginalization, exclusion and discrimination, the Mapuche live in a situation of great social unrest. Moreover, they are covered by the so-called Anti-Terror Law and State Security, inherited from the era of the dictatorship and that they are confronted at once with proceedings before civilian courts and military courts, imposing double punishment.

understand the current hunger strike as a desperate cry for attention to a situation intolerable and contrary to international conventions on human rights. We share the opinion of the Human Rights Committee of the UN, that can not be judged as terrorists who participated in the protests. (18/05/2007)
In this context, in recent days we have followed with great interest and sympathy the news on the initiative of some members of Congress and representatives of the current government of Chile to launch a military justice reform and anti-terrorism laws on the eve of the bicentennial.

We therefore ask the Government of Chile, in this spirit, commitment to all efforts to find an immediate solution to the humanitarian situation critical of Mapuche political prisoners on hunger strike, as well as a solution long-term satisfactory to the social, economic, cultural and judicial Mapuche peoples. This would entail:

- Apply in letter and spirit of the Convention content 169 of the ILO, signed by the Republic of Chile;

- Forming a dialogue to listen to the demands of the Mapuche people and agree on durable solutions, particularly relating to constitutional recognition of their right to land and prior and informed consultation in cases of planned activities in its territory;

- demilitarize the regions inhabited by the Mapuche, not to criminalize the Mapuche communities and to refrain from repressive means, including for prisoners, such as isolation, dispersion and the relegation of Mapuche prisoners to detention facilities less accessible to families and lawyers;

- Ensure access for the Mapuche to the ordinary courts with all the procedural safeguards;

- Do not apply the system of double simultaneous trials in civilian courts and military, and therefore not applying the so-called Terrorism Act to the Mapuche detainees in acts of social protest and radical overhaul of the Code of Military Justice.

concerned organs of the United Nations has issued numerous recommendations to fully recognize the rights of indigenous peoples. The association agreement linking the EU and Chile and is based on a democratic clause and human rights as well as signs of some representatives of his government inspires confidence that the just demands of the Mapuche people will be answered in full agreement with these recommendations, most notably at this time, a few days of the Bicentennial festivities.

Out of control: police, internal discipline and police violence

Second Lieutenant Melita Hugo Javier Sepulveda will appear in the Lives Police Magazine Police next month. Maybe never will. The incident last week left him exposed as undercover police officer in a march of ANEF also showed it to his superiors as incompetent. Forgot a backpack with his passport, identity cards and other objects of his police duties.

are those who will never Juan Muñoz Orellana, Ricardo Bravo Iturra Maximiliano Núñez Montecinos, the 2 nd station in Santiago. They, along with Jorge Rodrigo Rivas Fuenzalida Muñoz Molina and the Commissioner of Rocas de Santo Domingo, were expelled from the institution to participate in ATM robberies and stores between October 2009 and May 2010. Nor will Nelson Ormazábal and Andres Santibañez of the 19th Providence Police Station, also expelled for the same offense.

is reasonable to do so. These are crimes where the public never expected to find a mixed police, pretending to give warnings of bombs or logistical support and information to thieves.

The problem is that the signs of slippage in the institution put a profile that goes beyond the ethical issues and reach the general protocols of the institution. Because while the acts of corruption began to happen too often, police procedures also have returned to a Again, the target of strong criticism, because they graze, due to the disproportionate use of force, crimes under its institutional rules.
In May this year the Commissioner Aguirre was the subject of a complaint of sexual harassment by one of his students of Aquinas Institute, where he taught at the Forensic Expert Technical career. The suit did not prosper because the Court considered that according to Chilean law, this crime requires the existence of relations.

Gordon was the general himself who, following the criminal act referred to, talked about the need to "review the events, so check if there are responsibilities of command "and carelessness, negligence, or carelessness.

Trust and credibility

The editorial page of the Institutional Review of August brings a section titled "The press said," highlights the credibility of police on citizens.

is an indisputable fact that the Chilean uniformed police is one of the most prestigious in Latin America. However, achieving trust is a permanent game, and there are areas or issues where police exhibits significant shortcomings.

On 9 November 2009, Pascual Catrilaf Curiche Machi, the Dugunmachife, Patricio Catrilaf Curiche the Tayilfe Jesus Curiche, Miguel Curiche Lonko the Ngillatufe Curiche Moses, and the Yankees Curiche Curiqueo Damian Martin, Mapuche traditional authorities , linked to the religious exercise of ethnicity and all of the town of Nueva Imperial, were raided at their homes, arrested and taken to police headquarters in Nueva Imperial. Soon after there were up to the Machi Fidel Lautaro Nahuel Tranamil commune Padre las Casas and Lonko Diego Saldivia Manquilef of the commune of Freire, to intercede for them. Carabineros also stopped. It happened with beatings, injuries and destruction of the Mapuche religious material.

This would be common, but equally illegal and intolerable in the midst of what is happening in the area, if there were something repetitive in the New Imperial Station, located in the heart of the Mapuche conflict, and directed by Major Jorge Aguirre Hrepic.

This officer, well-known forensic expert in the area and it serves as such individuals to law firms and agencies of the square, has been involved in numerous similar events, to embody the tense relationship between community members and police there.

In your area competition died in August 2006 lonko Juan Collihuin Catril, 71 years as a result of a bullet fired by police at his home during a raid on his property without authorization of the competent authority according to the commoners.

Shortly thereafter was one of the policemen who allegedly shot by unidentified individuals while conducting a field inspection in the area.

Various social organizations and leaders indicate that the officer has too many years as commissioner of New Imperial, and that their activities have spawned a network of ties and commitments that are not good for transparency of the cases heard in justice in an area as contentious.

also point out, his department is always news for various reasons. On March 28, 2010 a detainee committed suicide in a cell by hanging himself with his shirt tied to one of the bars of the cell. He was arrested for being "asleep on an ATM inside a cubicle BancoEstado," according to the proper officer.

In May this year the Commissioner Aguirre was the subject of a complaint of sexual harassment by one of his students of Aquinas Institute, where he taught at the Forensic Expert Technical career. The suit did not prosper because the Court considered that according to Chilean law, this crime requires the existence of labor relations, and in this case concerns the relationship between a teacher and a student. But if research led to a summary of the institution, as the regional headquarters considered the facts alleged unethical institutions. Summary of the results so far nothing is known.

Police violence

infiltration of an undercover agent in the ANEF progress comes at a time of increasing criticism for excessive violence in the actions of police. According FLACSO, including 1990 and 2004 were entered in the 6083 Military Justice by police violence cases attributable to police, only in Regions IV, V, VI and Metropolitan.

Annual Report on Human Rights in Chile 2008 from the Universidad Diego Portales realize with concern the escalation of situations of abuse of public power. Argues that "in Chile, the general rule seems to be the demonstrations end with serious incidents and abuses by state agents, abuses are not punishment or redress from the authorities established."

The Last week Chancellor of the University of Chile, Víctor Pérez, suspended a scheduled meeting with the Director General of Police to act as a repudiation of the police during a demonstration at the School of Architecture. Students and academics were attacked violently while manifested within that campus.

The use of technologies of repression, tear gas, different chemicals, riot pellets, the effect on the health of citizens is not clear, is commonplace in our environment. If we add a brutal disposition or use of invasive procedures that do not guarantee objectivity and inspire confidence, as undercover agents in demonstrations-can quickly reach a critical point.

efficiency is known as a body police riot shock, but not as modern police. In particular the poorly controlled use of force, and its tendency to identify citizens manifesting as enemies.

Most of the above facts constituted the crime of unnecessary violence referred to in the Code of Military Justice and are in violation of the Core Principles established by the UN on the Use of Force and Firearms by officers responsible for enforcing the law

deficiencies are not now. Many of them are long haul and stay by the tendency of the civil authorities to provide training and professional autonomy to the police, which seem almost self-generated bodies.

At present, and by the importance of talking tough on law and order by the Ministry of Interior, would be useful to know whether police have refined their systems of internal inspection and if the controls on the actual civil exercised.

It depends on the violence and degrading treatment may be punished and there is, indeed, both command responsibility as a political responsibility when the excesses fall the illegality of what would otherwise be out of control.

At 37 years of the Charter of industrial belts to Salvador Allende

Source:
The Citizen

The September 5, 1973, the Provincial Coordinator of Industrial Cords sent a letter to Salvador Allende, in which he claimed urgent measures to prevent the establishment of a fascist military dictatorship. In the letter, these tips from him saying workers to "Comrade President" lame attitude of the Government, rather than relying on the strength of the labor movement and popular, began to seek reconciliation with the coup, agreeing measures to weaken who formed the social base of the "Chilean road to socialism."

Del Poder Popular there are various interpretations, but the cords Industrial and Communal commands remain in memory as the most developed in this direction has been given in the history of Chile.

Was "our" government?

Letter from the Coordinator of cords to Salvador Allende

His Excellency the President of the Republic September 5, 1973

Companion Salvador Allende:

Now is the time when the class organized labor in the industrial belts Provincial Coordinator, Provincial Command and Direct Supply Front of Workers in conflict is considered an emergency turn to you, alarmed by the outbreak of a series of events that we believe will lead not only to the settlement Chilean revolutionary process, but in the short term, a fascist regime the most ruthless and criminal court.

Before, we had the fear that the process towards socialism were trading to reach a central government, reformist, democratic-bourgeois who tended to demobilize the masses or to carry type insurrectionary anarchist actions by instinct preservation.

But now, looking at recent events, our fear is not that, now we are confident that we are on a slope that will lead inevitably to fascism.

So we proceed to enumerate the steps, as representatives of the working class, we consider essential to take.

First, mate, we require that they comply with the Popular Unity program, we in 1970, did not vote for a man, voted for a program.
Interestingly, the first chapter of the Popular Unity program is entitled "People Power",

quote: Page 14 of the agenda:

"... popular and revolutionary forces have not united to fight for simple replacement of a President of the Republic on the other, or to replace other party in government, but to carry out fundamental changes that the national situation requires, on the basis of transfer of power from the old groups key workers, peasants and progressive sectors of the middle class ... "" Transform the existing institutions of the state where the workers and the people are the real exercise of power ... "

" ... The government essentially settle their popular power and authority to support that gives the organized ... "

Page 15:

" ... Through mass mobilization bases will be established from the new power structure ... "

It speaks of a program of a new Constitution, a single-chamber People's Assembly, a Supreme Court with members appointed by the People's Assembly. The program indicates that reject the use of armed forces to oppress the people ... (page 24). Roommate

Allende, if not I will state that these phrases are excerpts from the Popular Unity program, which was a minimum program for the class, at this time we'd say this is the language "ultra" of industrial belts.

But we ask, where is the new state? Will the new Constitution, the single-chamber People's Assembly, the supreme courts?

Three years have passed, comrade Allende and you did not rely on the masses and now we have mistrust of workers.

workers feel a deep frustration and disappointment when its president, its government, their parties, their organizations, give them time and again ordered to fall back rather than the voice of progress. We demand that not only inform us but we are also consulted on decisions, that finally after all are defining for our destination.

know that in the history of revolutions have always been times and times to retreat to advance, but we know we have the absolute certainty that in the last three years we could have won battles not only partial but total control.

Have taken on those occasions irrevocable measures making process after the election victory of 71 aldermen, the people clamoring for a plebiscite and the dissolution of an antagonistic Congress.

In October (1972), when the will and organization of the working class that kept the country on foot against the lockout, birthplace of the industrial belts in the heat of the struggle and kept the production, supply, transport, thanks to the sacrifice of workers and could give the deathblow to the bourgeoisie, you we do not have confidence, though no one can deny the tremendous revolutionary potential demonstrated by the proletariat, and gave an output that was a slap to the working class, establishing a civilian-military cabinet, with the aggravating factor to include in it two leaders of the Central Workers Union, by accepting to integrate these ministries, they lose the confidence of the working class as a full body.

Agency, that whatever the nature of the government should stay out any weak to defend it against the problems of workers.

Despite this ebb and demobilization occurred, inflation, queues and the many difficulties that men and women of the proletariat lived daily in the March 1973 election showed once again its clarity and awareness to give 43% of votes for candidates militants of the Popular Unity.

There too, mate, he should have taken the measures that the people deserved and required to protect the disaster we now present.

And on June 29, when the generals and officers rebels allied to the National Party and Fatherland and Freedom Frei got really in a position of illegality could be headed to the rebels and, relying on the people and giving responsibility generals and the forces loyal to then obey him, having led the process to success, having gone on the offensive.

What was missing in all these cases was the decision, revolutionary decision, what was lacking was confidence in the masses, what was lacking was knowledge of their organization and strength, what was missing was a determined vanguard and hegemonic.

Now workers not only have confidence, we are alarmed.

The right has mounted a terrorist device so powerful and well organized, there is no doubt that is funded and (trained) by the CIA. Matan workers are blowing up pipelines, buses, railroads.

blackouts in two provinces produce, undermine our leaders, our local party and union.

captures Will they be punished?

No comrade, still holding press conferences, they are given safe conduct to conspire abroad.

While paves Sumar where workers and people die, and peasants Cautín, defending the government, subjected to ruthless punishments, paseándolos foot hanging in helicopters over the heads of their families until they were killed.

Are they destroyed, they are muted?

No mate!

is muted and destroys the leftist media, TV Channel 9, last chance to voice workers.

And on September 4, on the third anniversary of the Government of the workers, while the people, one million four hundred thousand, we went out to greet him, to show our determination and revolutionary consciousness, paving the Mademsa Fach, Madeco, Rittig, in one of the most defiant and unacceptable provocation, without there being any visible response.

For all the questions raised, mate, us workers, we agree on one point with Mr. Frei, here there are only two alternatives: the dictatorship of the proletariat or the dictatorship.

course Mr. Frei is naive, believing that such a dictatorship military would only transition to eventually take him to the presidency.
We are absolutely convinced that historically the reformism that sought through dialogue with those who betrayed again and again, is the fastest path to fascism.

And workers already know what is fascism.

Until recently it was only a word that not all partners understand. We had to resort to distant or nearby examples: Brazil, Spain, Uruguay, etc..

But we have experienced firsthand, in raids, in what's going to sailors and junior officers, as are suffering from co-Asmar, Fame, Cautín farmers.

We know that Fascism means ending all the gains made by the working class, labor organizations, trade unions, the right to strike, the lists of demands.

A worker who claims their smallest dismisses human rights, imprisons him, tortured or killed.

believe that not only is leading us down the path that will lead to fascism within a fast-paced, but has been deprived of the means to defend ourselves.

Therefore, we ask you, Comrade President, that you at the head of this true army without weapons, but powerful in terms of awareness, decision, that the proletarian parties put aside their differences and become a true vanguard of the organized mass, but without direction.

demand:

1) Waterfront transporters strike, the immediate requisition trucks without reimbursement by the mass organizations and the creation of a State Company for Transport, so that never again is in the hands of these criminals the chance to paralyze the country.

2) Waterfront Medical College criminal arrest, we demand that they apply Homeland Security Act of State, to never be in the hands of the mercenaries of health, the lives of our women and children. All support to physicians patriots.

3) Waterfront stop traders, not repeat the mistake of October when we made it clear that we needed as a guild. An end to the possibility that these traffickers in league with the carriers, seeking to lay siege to the village from starvation. To establish once and for all direct distribution, popular stores, popular basket.

passed to the social area food industries that are still in the hands Village.

4) Facing the social area: Not only did not return any company where there is the will of the majority of workers who are intercepted, but it may become the predominant area of \u200b\u200bthe economy.

That set a new pricing

That the production and distribution industries in the social area is discriminated. No more luxury production for the bourgeoisie. That Real workers' control is exercised within them.

5) demand to repeal the Firearms Control Act. New "Cursed Law" which has only served for harassing workers, with searches conducted to industries and populations, which is serving as a rehearsal for the sectors (reactionaries against) of the working class in an attempt to intimidate them and identify their leaders.

6) face of inhuman repression of sailors in Valparaiso and Talcahuano, we demand the immediate release of these heroic class brothers whose names are already recorded in the pages of the history of Chile. That identify and punish the guilty.

7) face torture and death of our brothers Cautín farmers, we demand a public trial and punishment for of those responsible.

8) For all those involved in attempts to overthrow the legitimate government, the maximum penalty.

9) conflict Front TV Channel 9, that media workers are not delivered or are transferred for any reason.

10) protest the dismissal of teammate Jaime Faivovic, Secretary of Transportation.

11) We ask that you express through you our full support to the Ambassador of Cuba, Mario García Incháustegui partner, and all Cuban comrades pursued by the cream of the reaction and to provide our working class neighborhoods to establish its embassy there and residence, as a way of thanking these people, which has even deprived of their own ration of bread to help us in our struggle. That

expel the U.S. ambassador, which through its representatives, the Pentagon, the CIA, ITT provides proven instructors and financing the rebels.

12) demand the defense and protection of Carlos Altamirano, Mario Palestro, Miguel Henriquez, Oscar Garretón, pursued by the right and the Attorney naval bravely defend people's rights, with or without uniform.

Be warned fellow with the respect and trust that still have, if not satisfied with the Popular Unity program, if you do not trust the masses, you will lose the only real support is as a person and leader and responsible to lead the country, not a civil war, which is already in full swing, but cold to the slaughter, planned, working-class conscious and organized in Latin America. And that will be historic responsibility of this government into power and maintained with great sacrifice by workers, residents, farmers, students, intellectuals, professionals, destruction and decapitation, perhaps what period, and what bloody shore, not only the Chilean revolutionary process, but also that of all Latin American nations that are fighting for socialism.

We make this urgent appeal, Comrade President, because we believe that this is the last chance to avoid altogether, the loss of the lives of thousands and thousands of the best of the Chilean working class and Latin America.

ANNEX:

"Chile will socialist period!"

"The industrial belts, spokesmen for the feeling of the proletarian base and heat-born bodies combating bourgeoisie and reformism, defend their points of view: that according to the process in our country to socialism is necessary to first defeat capitalism operator having full control of the means of production and distribution under workers' control.

therefore taken and operated businesses will never be delivered, or compromise with the tentative reformers who betray their class brothers to defend their own interests of the privileged.

Because here is a class struggle between exploiters and exploited, them or us, it is with the workers or to workers. Without workers control the means of production or distribution process will be revolutionary or socialism. "

Books Instead Of Cards For A Baby Shower

discovered police set up the ANEF

A police set, the best style dictatorship, was exposed when a plainclothes policeman who pretended to be a radical protester lost a backpack, which contained among other things, police identification card, radio communication, wives and instructions for marches. The complaint was filed by Rep. Guillermo Teillier, who said the Minister of the Interior should answer whether these practices, which were thought outdated, are part of the "new way of governing," trumpeted by the government.

Congressman and Chairman of the Communist Party denounced a montage made by police and the infiltration of its officials in the march on Thursday 26 in Santiago, demonstration called by the ANEF and students.

The assembly was exposed by a misunderstanding of the police contingent.

Amid a backlash against the protesters, police arrested an undergraduate course, wearing a backpack, and exhibited aggressive and defiant behavior.

Other protesters came to defend, as seen in the photographic sequence.

In the struggle, he lost the pack infiltration, which remained in the hands of those who tried to help.

To their surprise, they could check In the interior of the backpack had handcuffs, a radio for communication, a TIFA, false identity cards and instructions for marches, among other items.

One of the identity cards in question, corresponds to Hugo Javier Melita, RUT 16388040-7

With these elements in the light, the deputy Teillier made the public condemnation of this serious police provocation.

added that among those arrested were two SERNAM union leaders and the daughter of one of them only 16 years, who were beaten by police inside the police car, putting those esgrmieron as justification, that they would carry the designated bag.

Later, police charged with theft lobbied the officials detained if they did not hand over the backpack, as witnesses reported these facts to the parliament.

Following this, on 27 August, the staff of SERNAM and daughter filed an appeal, represented by attorney Nelson Caucoto by the figure of ill-treatment, while on Monday, the photographic material was handed over to prosecutors for investigation.

"Those affected have made the complaint in court, but certainly this is a action starts at the Ministry of Interior. Infiltrates policemen in civilian clothes with backpacks and students who are also going to cause or lead to disorder, that the security forces violently repressed especially blaming the students. The same may be happening in relation to the Mapuche people, "said President of the PC.

"Hinzpeter Minister should clarify whether this is how it will treat the social organizations and whether this will be the way of living to which we invited the government. Behaviors that are reminiscent of practices that were banished to boast about, this may be also affecting political leaders and parties " said the deputy, who was present in that mobilization.

Teillier said all assistance will be provided up to clarify the facts and find those responsible for this show, because "even the international press looked the colonel in charge of operating a ruling that day, but Mr. Miguel Angel Castro did not respond and so far, nor have chiefs of police or the government less to know whether this is also part of the security policy for the country.
